each member may have only one prefect and this should be a student that the headteacher would select for the position. simply fill out the code at the bottom of this post and, providing it hasn't already been claimed, the position will be yours. all of these characters, in addition to quidditch captains, will have access to the prefects' bathroom. head boy and girl will be added to the relevant house upon being claimed and must be seventh years. please note that they won't also be the seventh year prefect for their house.
